What is the NRA’s history?

The National Rifle Association was founded in 1871 by U.S. Army veterans Col. William C. Church and Gen. George Wingate to “promote and encourage rifle shooting on a scientific basis.” In the following decades, the NRA has provided world-class firearms instruction to thousands of gun owners across the country.

State Reciprocity Agreements

Caution / Disclaimer - This page is intended to provide information about state to state reciprocity agreements. This summary is NOT intended as legal advice or restatement of law. This summary does NOT include federal or local laws, ordinances or regulations. However, state handgun laws are changing frequently and you, the citizen, must check with every state that you might want to carry in to make sure that you are following the laws of each state. It falls upon you the firearm owner to take responsibility to know what each jurisdiction requires, allows or does not condone.


Some states only recognize permits from persons who are a resident of the issuing state. Listed below you will find information on Maryland / Delaware / Virginia / Utah / Florida / Arizona concealed carry.


We have listed more in depth information about these particular states for the following reasons:


1. Maryland – Atlantic Tactical Firearms Trainers is located in Salisbury, MD
2. Delaware – The Delaware border is just 7 miles from our location
3. Virginia – Many Marylanders and Delawareans frequently travel to Virginia
a. Virginia reciprocity with Delaware has been revoked as of December 7, 2013
4. Utah – Utah Non-resident permit covers many states
5. Florida – Florida Non-resident permit covers many states
6. Arizona – Arizona Non-resident permit covers many states


At our Salisbury Firearms Academy, ATFT will provide the training you need to qualify and apply for resident and non-resident concealed carry permits from these six states.

Maryland State Agreement

The state of Maryland does not honor concealed weapons permits issued by any of the other states. However, there are other states that do honor the Maryland Wear and Carry Permit.


State firearm laws, regulations and reciprocity are ever changing. You must be responsible to know which states recognize your Maryland Wear and Carry Permit! The most up to date information we had at the time of this writing found that the following states recognize the Maryland Wear and Carry Permit:


Alaska / Arizona / Iowa / Idaho / Indiana / Kentucky / Michigan / Mississippi / Missouri / Montana / North Carolina / Oklahoma / South Dakota / Tennessee / Texas / Utah / Vermont / Wisconsin

Delaware State Agreement

Pursuant to Delaware Code Title 11 Section 1441, as of July 11, 2003, Delaware law allows residents of other states who have been issued a concealed deadly weapon license or permit by certain other states to lawfully carry concealed deadly weapons in Delaware if the state is on the below list of reciprocating states and the person is visiting or traveling through Delaware.


A Delaware resident must have a valid Delaware permit to carry a concealed deadly weapon. A Delaware resident with a non-resident permit from a reciprocating state cannot carry a concealed deadly weapon in Delaware. A Delaware resident is one who carries or is required to have a Delaware driver’s license and/or is registered to vote in Delaware. If you have any questions concerning residency or the application process, please contact the Attorney General’s Office at (302) 577-8600.


The Attorney General is in the process of securing agreements with the appropriate officials in certain other states which when completed, permit persons who have a concealed deadly weapon license or permit issued by one of those states to lawfully possess a concealed deadly weapon while visiting or traveling through Delaware. Similarly, Delawareans will be able to possess a concealed deadly weapon while visiting or traveling through those states. However, as of today Delaware does not recognize the concealed deadly weapon licenses or permits issued by states other than those listed below, and these states do not recognize Delaware’s concealed deadly weapons licenses as valid.

Virginia Reciprocity and Recognition

Virginia extends reciprocity or recognition to citizens holding both resident and non-resident permits / licenses from the following jurisdictions. Virginia has reciprocity agreements (a formal written agreement exists between the two states) with:


Alaska / Florida / Kentucky / Mississippi / New Mexico / North Carolina / Ohio / Pennsylvania / South Carolina / South Dakota / Tennessee / Texas / West Virginia


Virginia has mutual recognition agreements (informal agreements to honor permits issued by the other) with:


Arizona / Arkansas / Indiana / Louisiana / Michigan / Missouri / Montana / Nebraska / North Dakota / Oklahoma / Utah / Wyoming


Virginia will grant recognition to valid permit holders from the following states:


Delaware / Minnesota / Washington State / Wisconsin


Although Virginia will grant recognition of the states listed above (Delaware / Minnesota / Washington / Wisconsin), these states may not authorize Virginia permit holders to possess a firearm in their respective states. You will need to contact each state to determine if they will recognize your Virginia permit.


Virginia non-resident permit holders should contact each reciprocal state to determine if their permit will be recognized prior to carrying in that jurisdiction.


  • Effective April 9th 2013 – Pennsylvania no longer recognizes Virginia non-resident permits.
  • Florida law does not grant reciprocity to holders of Virginia non-resident permits.

Virgin Islands Temporary Permit

Persons with a valid Virginia concealed carry permit may apply individually to the United States Virgin Islands Police Department for temporary reciprocal recognition of a CCW license while in the Virgin Islands. This temporary recognition is normally for ninety (90) days from the date of issue.

Utah State Agreement

In accordance with U.C.A. 76-10-523, Utah will honor a permit to carry a concealed firearm issued by another state or county. Of the states below that have formalized reciprocity or recognition with Utah, there are some states that will only accept the Utah concealed firearm permit so long as the permit holder is a resident of Utah.


It is the responsibility of all Utah concealed firearm permit holders to know and understand the applicable firearm laws of the states within which they plan to visit or venture. For information regarding firearm laws of other states, please contact the respective authority within that state. Although there are many states that will recognize the Utah concealed firearm permit, the State of Utah has formal reciprocity (written agreement) with the following states:


Alabama / Alaska / Colorado / Florida / Georgia / Louisiana / Mississippi / New Hampshire / North Carolina / North Dakota / Ohio / South Dakota / Texas / Virginia / Washington State / West Virginia


The following states recognize the Utah concealed firearm permit:


Arizona / Arkansas / Delaware / Idaho / Indiana / Iowa / Kansas / Kentucky / Michigan / Minnesota / Missouri / Montana / Nebraska / Oklahoma / Pennsylvania / Tennessee / Vermont / Wisconsin / Wyoming


The following states do not recognize the Utah state concealed firearms permit:


California / Connecticut / Hawaii / Illinois / Maine / Maryland / Massachusetts / Nevada / New Jersey / New Mexico / New York / Oregon / Rhode Island / South Carolina

Florida Reciprocal Agreements

Arizona Reciprocal and Recognition Agreements

Concealed weapons permits (issued by states other than Arizona). Arizona recognizes valid permits from all other states providing the following conditions are met: Arizona and any political subdivisions of Arizona shall recognize a concealed weapon, firearm or handgun permit or license that is issued by another state or a political subdivision of another state if both of these conditions are met:


  • The permit or license is recognized as valid in the issuing state
  • The permit or license holder is all of the following:
  • Legally present in this state
  • Not legally prohibited from possessing a firearm in this state


Furthermore, for the purpose of establishing mutual permit or license recognition with other states, the Arizona Department of Public Safety shall enter into a written agreement if another state requires a written agreement.


Notwithstanding the provisions of this section, a person with a concealed weapons permit from another state may not carry a concealed weapon in this state if the person is under twenty-one years of age or is under indictment for, or has been convicted of, a felony offense in any jurisdiction, unless the person’s rights have been restored or the conviction is expunged, set-aside or vacated and the applicant is currently not a prohibited possessor under state or federal law.


Warning: It is extremely important that all Arizona Permit holders be aware of the CCW requirements and laws of all reciprocating/recognizing states. An Arizona CCW permit does not supersede any other state’s law or CCW requirements. Persons carrying an Arizona permit are subject to the laws of the state they are visiting.


Reciprocity – (Carrying in other states outside of Arizona): Arizona Concealed Weapons Permit holders wishing to carry utilizing their permit while visiting another state are responsible for contacting that state to ensure reciprocity.
